File Upload help

Is there a way to upload images or pdfs into the resource library without creating a new block?  I looked under settings, data, file upload but I don't see a way to do it there?

This depends what you need to use these images or PDFs for.
Yes you can add files to resource library in any place resource library dialog opens, just do not link added files if you do not what to use them.
