I want to set up a flat rate per item ($6/item) BUT if you purchase more than 1 item, offer a lower rate on the additional items ($6 + $3/item).  Is that possible to do without messing with the weights... ??

I think you need to code a special condition for this.
I can not think of simple solution as of right now.
