How to disable free shipping just for sales item

Hello,

I've been set up my flat shipping and free shipping when they purchase up to certain amount.
However I don't want they free shipping apply at Sales item, which mean no wonder how much is the total of the sale item they get, they still have to pay the shipping, anyone know how can I do this?
