Can someone tell me how to get rid of the banner under the fallback slider that says
Free shipping, Easy Payment, 24hrs Shipping, Large Variety
50,000+ Products

I have looked everywhere and can't find. well except where it is

You can find all blocks you have on your Home page in Admin > Design > Layouts > Home.
