Hello, first of all welcome aboard. You can create a content block and then assign it to layout. Here are the documentation.

Create html blocks: http://docs.abantecart.com/pages/design/blocks/html_block.html

Assign to layout: http://docs.abantecart.com/pages/design/layouts.html

Hope it helps.

since you indicate you are a novice in some areas let me make a different suggestion.
I am assuming that you want your warranty registrations is some type of database that you can keep up with them.   So what you are looking for is actually a form maker that hooks to a database file.

Here's a nice one that is free for limited forms -

https://www.formsite.com/

and this is a pre-formatted form (you can add, delete or change fields.

https://www.formsite.com/examples/registration-form-examples.html

You simply get a URL link that you can place on a page in your cart -  stating your warranty terms, etc and then they click on the link to go to the form to fill it out.

there are lots of form maker solutions available.  But play around with this one a little and get a feel for how a warranty registration needs to flow for both your customers and your backoffice processes..
