Font error when using language defination to Vietnamese

Hi everyone,
Do you have the same issue with me for that one.
I used the language definitions to translate most of information on the website to VietNamese. But i'm facing a issue that the font is displayed on the website is not normal.
I try to solve it by searching on the website and there are some people said that i have to add 1 more code on the head like " <meta http-equiv="Content-Type" content="text/html; charset=UTF-8"/>"

But i can't find the index php to insert this code.
Anyone had the same issues or have experience to help me solve this one

Hello.

This is HTML block. Go to Admin > Design > Layout select Home page and find this block. Then click edit.
For the font problem - not all fonts have every language characters support. Try to use some Vietnamese font

Thanks @Barasa,
I got some suggestions to solve that one like:
1.  Add a line code " <meta http-equiv="Content-Type" content="text/html; charset=UTF-8"/>   "   on the header but i don't which file need to add this one on the source.

2. COnvert database to UTF-8 Unicode - done but the issue has not solved yet
Pls help me how to fix the error font on the website

AbanteCart is already UTF-8 supported.

you mentioned that Abantecart already supported UTF-8 it mean i can't fix the error display font on the website?
pls help review font on my website diengiadung247 dot com
