This is strange, and I think I owe an apology somehow. I was going over the checkout progress and after creating an account I had to select free shipping and then press enter before the payment options would appear. I checked and the option you referenced was already set to yes, so I made no changes. Only now I can't replicate that issue in registered account checkout. I can't explain it (a page loading issue perhaps?), but regardless I absolutely should have done more vetting on this before posting my question, so I apologize for apparently wasting your time
