Cannot allocate memory/Couldn't create child process

Hi. I'm having a challenging issue that neither my website building script nor my host are able to solve. Every time I sign into AbanteCart I get the 500 Internal Error message, and I received this reply from my host...

"Hello,
We are getting the following error while accessing the dashboard
================
[Fri May 03 05:05:46 2019] [error] [client ] (12)Cannot allocate memory: couldn't create child process:
I have tried to increase the memory limit to 1 Gb and still getting the same error."

What does this mean and how do we solve this issue? Can't find any other thread with this issue. Thanks for your time.

Looks like there is not enough memory on the server to run PHP application.
Is this shared hosting?
Changing limit on PHP.ini will not help if there is not enough memory on the server itself. 
This is something that should be resolved by hosting company.
