Where to change the display number of item per row from 4 to 3 as show from the screenshot?

There is no per row settings. This is based on dynamic DIV based construct.

I do not know what section you look at, but check this file, for instance.
storefront/view/default/template/blocks/featured.tpl

Go to setting>general setting. Maybe this could help you.
