Title: mailer error and control panel login problem

first problem I try to verify new clients subscription to website but the website's email doesn't sent emails to subscribers.
second problem I deleted my web space on hosting server and trying to upload my backup files through FileZilla but i can not access my website control panel and trying to rest my username and password but I don't get email too. Tell me please how to resolve these tow problems. I  appreciate your response.
