I need to create a new page for showing a large description. See image for understand fully.

Hello. Custom Layouts are available only for Products/Categories/Manufacturers/Content pages
When you edit for example content page there is 'Layout' Tab. Click and modify something. After save new custom layout will shown in the Design-Layouts section.
