Unable to register the client. Constantly writes that already registered. I tried to access from other computers - the same thing. What to do?

what mean client? customer or control panel user?
Check table customers. Check is customer with given email is not exists there.
Also check settings for approvment

Download and install the Russian language. Now another problem. No access to the site and to the administrative part
