Extension Support / Default Per Item Shipping

Hello.
I hope you can help me.
I set up an extension "default per item shipping".
In the attachment below the shipment rate is 13.80 but in the dropdown list it is 16.70.
The correct one is 13.80.
Why is it so?

Support / Main Page Promo - don't see any changes

Hello from newbie at AbanteCart!
I've edited the Main Page promo but at the front end it stayed the same. Clearing internal AC and browser cache didn't helped me much.
What the matter could be?
