I keep getting this message when an order is placed: "Failed or missing response from payment verification. Manual verification is required! this link"
I have verified that my PayPal account has the correct information and email address but no matter what I do I keep getting this message. I have version 1.2.12 the problem has been there from the very beginning

You have got this message because PayPal IPN send confirm request too late.

I see from the link you provided that the issue has been closed. Is there any way for me to implement the fix now or do I have to wait for an update?

Unarchive and get latest paypal standart from /public_html/extensions/

Same is happening with me too! My Paypal is also verified and a merchant account but it also gives me the same error. My buyers are running away because of that! Can anyone know a fix?

Hello. First of all check the AbanteCart error log for paypal related errors.
Also PayPal recently start to require more secure SSL certificates so possible if your certificate is invalid or have lover security it may prevent PayPal to connect to your store.
What is your AbanteCart version?
