I reply to myself:
XML translations for extensions should be inside your own language extension like:

french_language_extension\code\extensions\french_language\admin\language\french\banner_manager\banner_manager.xml
to be found and loaded in DB by isExtensionLanguageFile().
This makes the directories tree of your language extension rather bizarre.

In fact, I suspect there is something wrong in that case (loading translation of abantecart extensions) between _load_from_xml(), _detect_language_xml_file() and isExtensionLanguageFile().

Currently, I have a problem with banner_manager and form_manager extensions, all texts on page stay in English, despite i have uploaded their translated xml language file. These english texts come from the DB and are recorded with the language_id corresponding to "french" !
I dont understand at all.
So, I have some questions:

1) Does language xml files need to be translated for the standart extensions inside AbanteCart (banner_manager, ...)

2) If i add a new language (by uploading xml files) on an AbanteCart running with some of these extensions enabled, does the translation appear automaticaly inside these extensions ?

3) Is there a simple way to know if abante_demo has been installed, in order to also insert demo translations into tables ?

It is for all language. At language install, clear all zones relative to the country, then insert good ones in the reserved intervall. Other zones dont move/shift.

Exact. I want each country manage its zones in an interval of 1000 positions, in order to keep zones grouped in one ordered sequence and not having addendums/corrections at end in full disorder.

Zones are subject to change for each country, reserved intervals of 1000 in zone_id permit not shifting the rest of the table. This can be done easily with an update SQL script and a trigger on table insertion.

You must understand your actual french zones are absolutely incorrect and make the product unusable for us. I dont know if the same for other countries but i fear. Thats why i propose to reserve 1000 sequential zone_ids per country in table "zone" to the disposition of each translator.

Have tested 1.2.0.alpha and was really impressed by the very good level of the product.
No errors at install and in usage.

On install step 4, the button continue can be confusing as the progress bar stay a long time at end, the user asking if he must click on it or not.

Also my biggest problem is always with french zones which are old and incorrect.
A correction would need to shift all next IDs to keep the sequence ordered by country
(This could happen with other countries)
A solution would be to keep 1000 positions per country in the zone ID sequence:
Eg: for country_id=74, reserving zone_id from 74000 to 74999
so that each country could change its zones without shifting the others.

As long as these incorrect zones stay there, the software is unusable except for US.
I dont see merchants doing adjustments by hand as each will have different french zone_id depending of the order they inserted them.

Personnaly, I stopped my translation as it was becomming a long nightmare.
I suppose the same reason for the other translators.

I finally got my french descs displayed by Load missing (not translated) language data in 2 steps:
1) Copy from English
2) Copy from French
Doing step 2 only gives nothing. Is it normal ?

Also, stock_statuses and length_classes pages stay empty. Seems they dont like 'language_id'.

On 1.1.9, install Spanish and Russian, the country and zone description stay always empty when content language is not english, even with translations loaded in DB.
Same thing for my french descs, do not appear (cache cleared, language settings tried all positions).

I have also put pull request on github for missing countries and zones.
Im expecting this to be in place with new ISO-correct usable french zones for 1.2.0

When building a language extension, should i do also translate the 250 countries and 4000 zones names ?
And when installing a new language, why the new descriptions of categories, products, options, status, .... stay empty, the english desc is not copied inside ?
Does the merchant have to edit/add all that manually each time he installs a new language ?

Im just thinking about a system (composite primary key) to have all zones sequentialy grouped per country, and not chunks added at end of table in disorder.
Need some testing with composite keys.

Yea but it is in the case of merchant installing french language, i dont see it reworking all french zones to have correct ones. It will take a too long time and french zones list will be ID-different for each merchant.

I have a major problem with French zones.
As usual, it is the same list as osCommerce in the old days and it is false and incomplete, unusable for any french shop.

How can that list be updated as ID are sequential (+1) and french zones cannot insert without shifting all the rest down (and zone name table too) ?

A better way would be to have zone_id as a composite primary key (country_id x 1000 + increment_offset, eg: 72001) with a pre-insert trigger + lock doing necessary incrementation.

So that each country could manage its 1000 possible zones independently from others in a sequential range 0-999.

If you will have 10.000 extensions, it is impossible for you to check and validate each day hundred of new arrivals/updates. And really, on Opencart, i did updates even for 1 line changed because it is necessary for support to all your customers, so it is replacement of the archive with incrementing version (no need to keep the old one and add a new entry).

(I skipped FAQ page because though it was a title inside menu)
I understood sales < $100 are not lost, it's the time to get paid who is aleatory for small sales.
Also, re-uploading and remplacing an archive should be enabled, there are always bugs left in any programming work that needs to be corrected by an update numbered with new version.
