Cart page require "Add an Order Comment"

Hello,

on the Cart page is there a way to require the user to enter "Add an Order Comment" and to change the verbiage from "Add an Order Comment" to "Enter Job number and Name"?  This is so the order can't be confirmed without this field being filled in.

In the admin section navigate to System --> Localization --> Language Definitions.
Find the fast_checkout_text_comment_placeholder Key and you can update the wording.

Thank you the name change worked perfectly.

Just need to figure out how to make it a required entry.
