Can't toggle admin switches

Brand new 1.4.0 install

In the admin, I can't toggle any of the ON/OFF switches. The blue ON switch is dulled down(almost like being greyed out)  and when I try to click it the mouse pointer turns into a No Entry sign so I can't turn them on or off.

They are readonly.  To change their status, please click the edit button.
