Shipping doesn't work at check out

I have an authorization fail. Could be user name or password. Error at checkout.
I'm using the usps extension for shipping.  And it's not giving me the estimated shipping cost or letting me checkout fully because it can't get shipping costs. 
Do you know what may cause this?

   2. verify that the customer's shipping address is complete and valid.
   3. ensure that the total weight of the products in the cart falls within the USPS shipping range. Excessively heavy or oversized packages not supported.
   4. To prevent checkout issues, consider installing additional shipping methods like weight-based or price-based shipping as a fallback option.

Thank you,   went through USPS tried to get it working from their side.   Log in was tried with different log ins.  Neither worked.
Abantecart version is 1.4
I have tried several friends addresses in a couple of states including local.  Doesn't work.
I do have a minimum weight set. It would be the weight of one item which is 10 0z.

Update on the USPS extension.  They used to use web tools for the extension.  Now it's all APIs.  So the question is, is the extension updated to use the new programming?

Ok, so then I guess I would need to know where I would find my id?  Is it my mailer id? Or is it the long API code?  I'm really stuck on getting this to work.

Hello.
USPS should email you the user ID and password. If not, please contact USPS to confirm your USPS User ID. You should call USPS to activate your account on the production servers.

I've done that.  They don't know what the I'd and password should be.  I get several different answers.  Do you know if it like a 20 plus character code? Or is it smaller?

I just realized I have very 1.2.1 and you offer 1.3. Can I upgrade for free?  Or do I have to purchase the latest version?

I updated to the new cart.   But I can't upgrade just the USPS extension.
