Trouble cloning novator template

I am tying to follow the instructions here: https://abantecart.atlassian.net/wiki/spaces/AD/pages/11993115/Clone+Default+theme

But my default theme does not have the clone button available. What could I be doing wrong?

First, you need to install the Developer Tools extension.
