Error upgrading, what do I need

Trying to go from 1.2.16 to 1.3.0 on the road to 1.4.4 and I get this error message.

7.1.0+ Required for AbanteCart to work properly! Please contact your system administrator or host service provider.

What 7.1.0+ is it referring to?
