Shipping Module

Hello All,
    I am trying to setup my store/cart with the following.  We are a dealer to this company that calculates shipping based on what zone you are in and its not clear cut like East/Central/West.  I have tried to do the following:

Country - Zone 1
State - List all states in zone 1

It was able to do that, but when I select any of the states nothing happenes, only if I select my state that I am located does shipping appear.  I have tried all different modules and they same result.  Any idea?

Hmm. This is strange. Please make sure that the location that you use has all your states in the location zones section.
