Cart timing out

When I try to check out, add a coupon or register the page times out on me. Any idea on what I am doing wrong? I have a coupon added and active. I have added Pay Pal as a payment option as well. I tried even checking out without having to register & it does not work. I am using 1.1.8
No error message, just times out and says page not available.

Figured it out. Now I cannot check out with a zero balance though. HELP!
