Maintenance page seems to block newsletter signup

I had enabled the newsletter signup on a maintenance page,  I failed to test it to see if worked.  After testing  it seems that when Maintenance is enabled it disallows the block from going to the newsletter sign up page.   The block does work correctly when Maintenance is off - that would indicate the block is okay.

Is there something in the maintenance page coding that would disable this?

I have tested this in 1.1.8 and 1.1.9  same result.

Maintenance mode disables all features on the site including newsletter.
It does not make sense to enable any block on maintenance page that lead to functional areas.

Thanks Abantecart for the clarification -  I don't disagree in theory with your disabling of functional pages - when one is using the Maintenance page for a short interruption. 

Perhaps a short note in the documentation regarding this disabling would a good note to add.
