Delivery charge by Zipcode

I am looking for a way to do delivery charges based on zip code of delivery address.  Has anyone seen anything like this?

Fedex, UPS or USPS will not work? They offer zip code based rates.

This is for a company local delivery charge (local meaning with 50 miles).   Shipping like UPS is not required.
