How do I act on behalf of a customer in the store the customer actually registered with?

It just takes me to the default store with no other choice?

I do not completely understand the question.

If you use 'act on behalf' in admin it will open new page to storefront and you will be logged in as customer selected.
After that you can act as customer in this storefront.

If you were logged in as other customer before, you will be logged out automatically and logged in to new customer.

It will be very difficult to support multiple stores due to difference in URLs for some stores.

Currently, this feature is only for single store mode.

We will consider improvement in the future.
