regarding problem in inserting image under Product->Media Tab->image

While inserting new product image under Media Tab->Images on pressing + button no popup comes.
Where as in help it tells a popup will appear having resource library,
But on Pressing + button no such popup appear
Please guide how to resolve this

I have tried it in mozila, opera and even in chrome but the problem is still there,

Lets first check your file permissions and see if that may be the issue.
