issues with fresh install

Constant issues:

When selecting on and off in blocks settings. The buttons do not work and they take me to each individual block to then turn on and off. How do I change this to work so I these buttons work?

The notification on the header in the admin page opens up everytime I select ANYTHING. it then takes up a portion of my page and its just annoying. "Help AbanteCart community grow and provide better eCommerce for everyone. Let the world know about AbanteCart and your experience. Simply share a word on your...."

I would like to turn this off. How would I do this?

AbanteCart can not allow you to enable block in this way because to be turned On block should be added to Layout (Design > Layouts)
