How do I change Customer's order comments template?

When I update the customer order status to "Shipped", turn on "Notify Customer", add a comment and click "Add Order History" I would like to have a preset message sent to my customers along with whatever message I type into the comments box.

Can anyone help me locate the correct view or template to modify? Or perhaps point me in the right direction?
