No edit icon in Layout & Blocks Manager

I am logged in as admin as Top Administrator and I do not have any edit icons (fa fa-cogs)

What setting do I need to check to enable me to edit the blocks?

I have Googled and searched the forum and manual and I cannot find a resolution to my problem.

I am using 1.2.5 and it is a fresh install.  Installed Developer Tools

I don't think a lot of the main core blocks are editable.  My system is the same...Things like category, customer, currency, etc...are system generated from data.  You can test this by creating your own block and see if you can edit that one.

Some blocks have different operations than just a standard html block.  so they are managed and edited differently.
In the admin panel under Design,  there are also tabs for menu and content.  This is where you manage/edit those areas.

Thanks for your responses.  I have fixed the issue and the icons are now available and I can edit the block contents
