Sticky header html code via block?

Hello!

Does anyone know if it is possible to make a "sticky header" block?
By this i mean, with the top header, i would like it to always remain at the top of the webpage regardless of scrolling action.

Also I would prefer if this can be done via html codes via a block so that codes do not have to be 'hard' edited in the actual template files.
