With any translation applied in the administrative panel, the fields does not appear. only with selected English language

Some of translations are missed. This is very easy to fix in System > Localization > Languages. Open your language and run Load missing data http://docs.abantecart.com/pages/quickstart/language_settings.html#load.

Please backup your database before run.
