Handling Fee Should Not Apply If Pick Up From Store Selected

I have an option for users to pick up from the store, if they choose to pick up from store, it would seem logical that the additional handling (as in Shipping and Handling) not apply. What is the best way to go about omitting the additional handling fee if the product has free shipping, or local pickup is used?
