"Add to cart" button on upper product page just scrolls down to the description?

I'd expect it to add the item to my cart but when clicked it just scrolls down to the description and makes me click another "Add to cart" button next to the "Print" button. At least the lower button works. Is this normal and can I change the behavior of the upper button (the one above the "description" button)? Or maybe just remove the upper button altogether? I'm using the "Naked_Bootstrap" template if that matters at all. Has anyone else dealt with this?

you should contact the developer of your template -  they have the best understanding of their products.
