Subcategories level 2

hello dears
I'm a little coder,
I need your help about 2nd level Subcategories, i need to display it in mouse over "beside or instead of" image of 1st category
i searched for this issue may some else solve it but it did not work with version 1.2.8
I tried to edit category_top.tpl but it does not work

2nd question
i need to mark latest product with label for ex. "NEW", like "Sale"label, so is there is way to do that

Why do you call this an issue? You need to change the behavior right?
This is something you need to change in bootstrap
