Error: File is too small

hey guys
i get very strange error which is "Error: File is too small" during uploading logo
anyone can help?

control panel - > "search everywhere" form field on top right side - input 'upload'
in suggestion list you'll see system -> config_upload_max_size - click

I'm not sure max upload size would cause a file too small error.

Sounds like something someone might throw for a 0 length file or something..
