forbidden admin area

i was forbidden in accessing the admin area i got a 403 error i think it was so i closed the error and continued to work than i finally got forced out by another forbidden error after about 5 of them  on a new installation.

i reinstalled it with a new folder name and still got the forbidden error anyway so than i came in here

please read this for help -  403 is most likely a mod-security problem.
