What's up with the Free VNC Framework?

Hello Everyone!

I am adding Abantecart to the ecommerce applications that I design for my customers. I did a search on Google and I saw that the VNC Framework was available and that it was 100 percent free. But when I went to the web page to download it it said the framework was $59.00. Is there any explanation for that?

VNC framework is third party extension. Developer can change price any time
