Fedex shipment selection shows free

Looking for help.
Why on my cart page, the shimpment selection for fedex shows free.

Please find the problem as attached.

Check product configuration. Make sure you have disabled free shipping option on product edit page

I did disabled free shipping on product edit page, but the problem still exists.

I am sure you miss something. Free shipping can be show only in few scenarious:
Free shipping enabled in product
Free shipping as bonus in coupon
Free shipping extension

I found on product edit page, if disable "Ship Product Individually", FEDEX shipping selection won`t show in shopping cart.

But when "Ship Product Individually" is enabled, FEDEX shipping selection shows "Fedex - Free".

What`s the reason please, even if the cache is cleared and "Free Shipping" is not selected on product edit page.
