Passing customer billing address to Paypal

I want to have the customers billing info populate the paypal form.

I have Paypal standard and if the cust is not a Paypal member they have to enter their billing address again. I tried this setup with OpenCart and had the same result so I wondering if this is a common issue, it just seems like the info is there and it could be passed to the Paypal form.

Customer Information can not be passed from AbanteCart to PayPal registration. PayPal does not support this and It will be the same in all shopping carts.
