No Payment method available to select on check out

Australia is already listed as a region in the System → Localization → Locations settings.

Still, the checkout settings says there are no shipping options to Australia.

Edit: Now the payment method does not display at all. I have a paypal sandbox set up and it worked for testing earlier (for some reason, only to the US but not Australia), now all of a sudden the payment option is not displayed at checkout at all.
