synchronization problem in cart

Hi,
when a customer login from two different place( Browsers). and make changes in cart . the changes doesn't reflect in other login, unless customer relogin .
After relogin cart shows changes.
this is happening with two different browsers.
also with two different Android Apps
android app and browser
Even Data Base Reflect Changes but not the page that is already opened even after refresh.

As i know it is picking data from data Base then why it is not reflecting exact data.
Refresh Page , Reopening Page, Doesn't Work.

Is it normal ? or Can Someone please Explain

The sync is run only at the time of login.
Different browser create a new session
