How do I configure my cart to be Purchase Order only, no other payment methods.

Payment method is required to place the order.
You can use cash on delivery payment and rename it to something else that make more sense to your business.

When you install AbanteCart you have a COD cash on delivery extension in the Extensions > All Extensions

I use the check payment method for this, and I have renamed it to "Check/Purchase Order" in the language file as suggested here. Then, I do not release the order until I have the purchase order in hand and the customer has passed a credit check.
