The newsletter option you're seeing on the registration page comes from the RegisterCustomerFrm form; it's included as a field named "Subscribe".
We've intentionally locked the status of this field in the Forms Manager, so it can't be disabled directly from the admin interface. While you can disable it manually in the database, please note that doing so may break some default functionality related to customer preferences and notifications.
