Hi. Each template have Layouts, page Layouts consist of blocks.
You need to create HTML block with your link html code then add it to the footer section in page Layout

Weigt Based shipping have setting for Locations only.
you need to configure required locations separately for your needs. Please read documentation how to create and configure Locations in AbanteCart. Each location can contain one state OR some states from one country OR all states from several countries - configure it for your online business.

Looking into your snapshot there are 2 tabs: Europe and USA. Each Tab contain separate settings for each Location

Hello. Check your moneybookers and paypal methods settings. When something wrong they not appear on StoreFront

Hello.  Keeping zip code in login field is something related to browser or browser addons. Please type you login name in this field. Also check your mail (and spam folder too) for activation email from site where you registered

Did you have javascript and cookies enabled in your browser? Did you see issue in all browsers (try FireFox, Internet explorer, Google Chrome)? 
If you post your site url we can test it too.

You can download latest AbanteCart zip file. Unarchive it and copy all extensions from abantecart_1.1.9.zip\abantecart_1.1.9\public_html\extensions
to extensions folder on your server

Looks like PayPal have not support INR currency by default see this link
Also there is Note at PayPal site for developers
