The Local Delivery is a default shipping extension that should be in your Admin Panel.   It a allows you to specify your postal codes for local delivery.  It does not have the ability to only offer it on some products.

If you are only offer some products to be locally delivered you might try assigning Locations in your Product General tab.  I haven't tried in regards to local delivery.  It does work for regular shippers based on the customer selection.  The AbanteCart docs say: If you need to setup your Delivery method (Shipping extensions) to different rates for some geolocation or if you want to apply some tax specific to customers address then you should create appropriate Locations .

This is a WHY2 integration -  we saw this last nite and have found and fixed the issue.  USPS webservices rate look will only allow 5 digit and we have fixed the coding to only use the first 5 digits on a domestic ship.
The latest version will be in the MarketPlace.

NOTE: third party extensions are best served by opening a support ticket with the developer.  There is a link within the MarketPlace for support.   For WHY2 extensions we have our own support ticket system and there is a link to that support page within each of our extensions.

That is our extension (WHY2)  and yes it does what you want.  We haven't released it to the MarketPlace yet.  It will be added in the near future.

The option is an adjustment to the Base Price of your product.  See the attached screen shots for more info.

The jumbotron is informing the customer as to total price of their selection.  You can a + to your option  value or the the word add.

There are a couple of extensions in the marketplace that may work better for you and your customers

the warning error has told you the issue.  -  If you want a different weight class to be the default you need to set it to 1.0000.
Which ever wt class is 1.0000 becomes the default.  System will not let you delete the default class. 

Once you set a new weight class to 1.0000 for default  then you can delete any other one(s) you wish.

If you have more than one class,  you need to set the parameters for it as a function of your default class

300.000 or 300 000 means three hundred thousand
€120.000,99 or €120 000,99 means one hundred twenty thousand euros and ninety-nine cents

The UK (plus other countries in the world, like the US, Australia, and New Zealand):
300,000 means three hundred thousand
€120,000.99 means one hundred twenty thousand euros and ninety-nine cents

SI System:
300 000 means three hundred thousand
€120 000,99 or €120 000.99 means one hundred twenty thousand euros and ninety-nine cents

if you google  country codes  you will see lots of places for the ISO list

I like this one a lot as it has the 2 and 3 alpha as well as the numeric in a grid form

I am unclear where you are exporting from.  If from an AbanteCart installation  the customer complete address is exported using the export feature in the admin dashboard.
