Have you found any resolution for this? I am just setting up my first AbanteCart site and I am having this exact same issue, I would like to offer flat rate boxes but when it shows them available even though there is no way in heck the item will fit in it its a bit of a problem.

What tags do you mean? Product tags or Meta Tag Keywords?  For product tags this is related to you needs for Meta Tags 5-10

Please do the following:
1. Clear AbanteCart cache in admin (Admin-System-Cache)
2. Try to check guest checkout again in another browser
3. Post here your AbanteCart version
4. Post here your site url

In the AbanteCart demo data we have great example with kg base weight
see screenshot

In case you change base weight ('base' mean with value 1.00) all other wt clases values need to be changed in relation to base wt class

You able to set up shipping methods to work with one Location only. In admin-extensions-Shipping edit Free Shipping method and Select India location in the Location: dropdown. To create and configure Locations go to Admin-System-Localization-Locations
