Hy,
 Kindly tell me how can I change the hyperlink of "SPECIAL OFFERS" to another (see image).
Secondly tell me how can I add a product in Special Offers Page?

You can edit the hyperlink at Design > Menu (find a menu called 'specials' there).

To make product special, open it in the Catalog > Products > choose one,
then switch to Promotions tab > add Special

There is also a block called 'special' you can find in design layout that can be shown on the front page if enabled:

The block is of Data Listing block type, with Listing Data Source: Special Offers.
