Title: broken admin, back end template is messed up

Hi,
I am in the process of moving/upgrading my cart from 1.6 to latest Ver.
I discovered that my hosting (hostwinds) didn't support PHP Phar which is required for 1.2.xx
(and refused to enable)

I moved my install to A2Hosting
I setup my whole cart on a "spare" domain that i have so my site stay online while setting up
I install the cart using softaculous everything went smooth
.
Been few days and I finally finished migrating all the info to new install on "Spare" domain.

I then used softaculous  to clone the install to proper domain and changed DNS to point to new cart location.
Front end looks the way it should

Admin allow login but template is broken.

Please help

Im not sure what happen.

I used Chrome browser and got the broken admin
I tried now in firefox and everything loks good and working.
I open Incognito in chrome and tried and everything looks good.
Must be some cashing issue with chrome.

Everything works now

It was related to new CSS files. Clear browser cache after upgrade.
