Title: After install VNC all admin submenus gone

Hello,

Afert the instalation of VNC all adminsubmenus are gone:
Catalog+ (no submenus)
Sales+ (no submenus)
Design+ (no submenus)

etc..

There is another problem, I cannot move the layout blocks.
