Is there any plugin available for postal code?
Postal code functionality can be used to check whether delivery address is serviceable or not.

in my experience -  shipping providers ,  postal,  UPS,  FedEx, etc  has address verification that can be used with their services.  And payment services also can validate -  So it would depend on what services you are using to ship  and collect payment.  That is the best place to start to look to see what is available for you.

In my opinion, if the merchant is providing services in specific areas then it would be better to restrict customers on website. Checkout functionality should remain disabled for such areas where merchant is not providing services.

admin can choose to restrict locations that server customers.

I do Agree with the functionality... For shipping and tax purposes, pre-defined areas of a country like provinces or states. Refuse to ship or sell to a zone by selecting Zone Status of OFF.

However what about if there are multiple postal codes in a specific zone. And I want to ship for some specific postal codes in a specific zone

USPS has address verification which you can use to make things easy

Well, what you are with address verification is easier.
